The Strategic Planning Cycle – Structure, Process, Development, Approval and Oversignt

Strategic planning at Xavier will be conducted on a five-year cycle.  The planning cycle will begin during the fourth year of the then-current strategic plan and the strategic plan will be completed by June of the fifth year of the then-current strategic plan.  The Vice President for Planning and Institutional Research will lead the strategic planning process and is responsible that a new strategic plan is delivered on time.

1. Contextual Information, Reports, and Reviews

In the summer semester of the fourth year of the five-year strategic plan the Office of Planning and Institutional Research (OPAIR) will begin a situational analysis for the University.  At this time the vice president OPAIR will also begin a focal issue canvas of senior staff, selected faculty, staff and students.  The director for institutional effectiveness will begin a formal update of the Institutional Effectiveness and Assessment Report and the Director for Institutional Research will undertake a revision of Xavier’s Peer and Competitor Analysis Report as well as Xavier’s dashboard monitoring information.  These revised reports along with the situational analysis provide a broad context of information and analysis to support the strategic planning process.

2. SWOT and Organization of University Strategic Planning Committee

During the Faculty Institute for the spring semester (fourth year of the strategic plan), the faculty as well as staff and student representatives will conduct a University SWOT analysis.  During the spring semester the University Strategic Planning Committee (USPC) will be formed.

3. University Planning Team Review and Setting of Strategic Focus

During the spring semester of the fourth year the University Planning Team (UPT) will review the situational analysis, the focal interviews, the revised reports to support planning and the SWOT analysis and other relevant information and materials.  Based on its review, the UPT will set the strategic direction and focus for the University for the strategic planning cycle (five years).

During the spring semester the USPC, the UPT and the Trustees will review the University’s vision and mission.  These reviews will be coordinated by the UPT and, along with the strategic direction set for the University will form the basis and guidelines for the USPC activities.

4. Strategic Planning Committee Develops Set of Goals

During the fall semester of year five of the strategic plan, based on guidance from the UPT, the USPC will develop a set of strategic goals for review and approval of the UPT.  Following the approval of three or four strategic goals by the UPT, the USPC will develop objectives for each goal which will be reviewed and approved by the UPT.  The vice president for OPAIR will coordinate the development of a set of tasks for each objective.  The tasks will be reviewed and approved by the UPT.  The vice president will then prepare a draft strategic plan incorporating the mission and vision, the goals and objectives and the tasking for the accomplishment of the objectives.  The draft will be reviewed by the USPC, then submitted to the UPT and Trustees for approval.  The strategic plan will be completed no later than June of the fifth year of the then-current strategic plan.

6. Strategic Objectives as the Foundation of the Planning Process

  • Establishment of a University five-year strategic plan as a single document that addresses mission and vision, strategic focus, goals, objectives and tasks.
  • Provide a well defined process for developing the strategic plan that defines roles, responsibilities, activities and time lines.
  • Planning process will be overseen by the University Planning Team (UPT) under the direction of the President of the University.
  • The VP for Planning and Institutional Research will report progress on goals and objectives annually to the UPT for its review and mid-course corrections if needed
  • Provide opportunity for broad-based involvement of all segments of the University community
  • The vice president for planning and institutional research will coordinate all facets of the strategic planning process and is responsible for timely delivery of the plan
  • The development of the strategic plan will be supported with a full range of data, information, analysis and reporting developed and coordinated by the Office of Planning and Institutional Research
  • The strategic plan will be developed by a University Strategic Planning Committee, and will be reviewed and approved by the UPT

7. University Planning Team (a continuing committee)

The University Planning Team (UPT) will be chaired by the President of the University and its membership will consist of:

  • President
  • Vice President for Academic Affairs
  • Senior Vice President for Administration
  • Senior Vice President for Resource Development
  • Vice President for Planning and Institutional Research
  • Vice President for Student Services
  • Vice President for Fiscal Services
  • Vice President for Facilities Planning and Management
  • Dean, College of Arts and Sciences
  • Dean, College of Pharmacy
  • Dean, Graduate School
  • Dean of Admissions
  • Members of the Xavier faculty (3 CAS; 1 COP)
  • Student Government Association President (or designee)
  • Accreditation Liaison (if different from the members listed above)

The UPT will have responsibility for reviewing the University mission and vision, for reviewing all information and reports developed to support the planning process, for setting the strategic focus for the University, for providing guidelines and strategy to the University Strategic Planning Committee; for reviewing goals, objectives and tasks developed during the strategic planning process and for reviewing and approving the strategic plan.

The UPT will periodically review progress in achieving the goals and objectives and tasks outlined in the strategic plan and make mid-course corrections if necessary.  The UPT will set priorities among the strategic planning objectives and make recommendation to the University Budget Committee regarding resource allocation in support of strategic goals and objectives.

The UPT will also review the annual report on institutional effectiveness and assessment the annual report on learning outcomes assessment, the annual peer and competitor report in conjunction with its review of progress toward the strategic planning goals, objectives and tasks.

8. University Strategic Planning Committee (An Ad Hoc Committee)

A University Strategic Planning Committee (USPC) will be selected every five years to participate in the development of the University strategic plan.  The USPC will be co-chaired by the vice president for planning and institutional research and a member selected by the Committee.

The Committee will include one member of the faculty selected by each academic department in the College of Arts and Sciences, one member of the faculty from each of the two divisions of the College of Pharmacy, one member selected from among the staff of each of the units of the University overseen by a vice president as well as two student members selected by the Student Government Association.

Working under the guidance of the UPT, the USPC will facilitate the development of the University strategic plan by engaging and informing the University community, developing and recommending strategic goals and objectives, and reviewing and recommending the strategic plan for review and approval by the UPT.

  • The Committee will develop plans and process to engage, involve and inform the University community in the strategic planning process
  • Lead discussion in their respective departments/units to develop key issues, goals and objectives and bring those matters to the USPC
  • Review, organize and set priorities among these department/unit issues, goals, and objectives
  • Review data, information, analysis and reports prepared to support the planning process and define additional information to be collected
  • Review the SWOT analysis and recommend areas for focus and priority attention
  • Review the guidelines and strategic direction set by the UPT and develop recommended goals to support them
  • Recommend objectives to support the strategic goals set by the UPT
  • Assist in the development of tasks to accomplish each objective
  • Review and submit for UPT review and approval the University strategic plan
